Harbin Metro is a metro system under construction since 2003, to serve the city of Harbin, Heilongjiang. The first line began construction in 2003. Part of the route follows the original “7381” civil air-defense project, otherwise known as the air defense evacuation tunnel constructed during World War II. This tunnel consists of 10.1 km. Report says that the 14.6 km line could be opened as early as 2005, however this deadline has since passed. In 2006, an official "Initiation Ceremony of Harbin Metro Trial Project" was held, signifying the actual implementation of Harbin Line 1 project.[1] A video showing the construction of the metro can be found here.
In March 2010 the project was restarted, but there is no target date for completion.[2]

- The total length will be 14.4km with 16 stations and 1 vehicle depot.
- The air defense tunnel in the area lays foundation for the development of subway.
- The aforementioned tunnel will form the middle section of #1 line of Harbin Metro network.
- The first line will be oriented at the east west axis of the urban area of Harbin.
- The recent construction plan of Harbin Metro has been approved by the State Council in 2005.
- The total estimated investment is USD 643 million.
- The Harbin Municipal People's Government Metro Construction will head the project.
- In order to speed up the progress of project, the municipal government has established a Track Traffic Construction Office led by Harbin Municipal Construction Commission.
